Hybrid Democracy Experience

Experience what hybridization does to democratic deliberation and decision making. The session is a democracy simulation. The goal of the session is to co-create ten new rights that “fight digital inequality and ensure that data and technology is applied responsibly to guarantee a just, free and inclusive, democratic city”.
In order to achieve that the group will be randomly divided into subgroups of max 4 participants, ideally divided one room per group. Out of each group, one person gets to define rights and enter these into an online system. Once ten rights are entered, the only way to add new rights is to edit existing ones. Throughout the workshop new ways to negotiate these edits will be introduced. At first, each group can just decide to endorse a right, which affects its ranking. And, all groups are enabled to edit any right. But when a right gets edited, it loses all its endorsements and drops to the bottom of the list. In this phase, one member of each group at a time can act as an ambassador and is allowed to physically go to another group to negotiate. In the next round, all participants can only use a chat environment to negotiate with each other. And finally all options are open to everyone.
